Lets take a look at OU's class in 1999 (rated about 7th or 8th in the Big XII)
vs. Texas' class in 1999 (considered by some to be the greatest recruiting class
in college football history since the creation of scholarship limits).

There is no comparison between these two classes.
Who had the better class?
OU did. I don't even think many Longhorn fans would argue this.
...Oh by the way. If you wonder why Texas can sign so many players every year, just
look at how many of the "studs" they recruited left the team. I have a feeling that
some may have been encouraged to leave. Mack Brown needed those
scholarships to ensure next years' recruiting championship.
